CA. Hans Raj Chugh is a distinguished Chartered Accountant, Fellow Company Secretary, Law Graduate, and Insolvency Professional with more than three decades of rich professional experience in the areas of Audit, Taxation, Customs, Foreign Trade Policy, FEMA, Banking Laws, and Business Advisory. He is the Founder Partner of M/s A S H M & Associates, Chartered Accountants, New Delhi, and has been actively serving Indian corporates, multinational companies, and business enterprises since 1991.
He has been serving as an elected Central Council Member of the Institute of Chartered Accountants of India (ICAI) since 2019 and has made significant contributions towards strengthening the profession through various policy initiatives, capacity-building programmes, and professional development activities.
Prior to his election to the Central Council, CA. Chugh served the profession as an elected Member of the Northern India Regional Council (NIRC) of ICAI for two consecutive terms (2010–2013 and 2013–2016), during which he held the positions of Secretary and later Vice-Chairman, providing effective leadership and promoting professional excellence across the region.
At ICAI, he has chaired and contributed to several important committees. He is presently the Chairman of the Committee on Public and Government Financial Management (CP&GFM), where he is leading initiatives aimed at strengthening public financial management, accounting reforms, and capacity building for government institutions and local bodies. He is also actively associated with the Members in Practice Committee, the Legal Directorate, and the Disciplinary Committee, among other professional bodies of the Institute.
On the international front, CA. Chugh has represented the Indian profession through his nomination to the IFAC Small and Medium Practices (SMP) Advisory Group. He has also served as a member of the Task Force for implementation of the Unique Document Identification Number (UDIN) across SAFA member bodies and as a Technical Advisor to the Chartered Accountants Worldwide (CAW) Board, thereby contributing to the global development of the accounting profession.
